Repeals Colorado's designation of United States Mountain Standard Time (MST) as the standard year-round time and makes daylight saving time the permanent standard throughout the calendar year.

Makes the law contingent on federal authorization, taking effect only when Congress enacts legislation allowing states to remain on daylight saving time year-round.

Establishes an effective date of the first Sunday in November following enactment of qualifying federal law, or the first Sunday in November of the following year if federal law becomes effective after October 1.

Subject to a referendum petition filed within 90 days after final adjournment of the legislature; if petitioned, the act requires approval by Colorado voters at the November 2020 general election to take effect.
