Authorizes state and local licensing authorities to impose fines on alcohol beverage licensees for violations, with or without a licensee petition for a fine in lieu of suspension.

Establishes fine ranges of $500 to $100,000, except first violations at the least severe level are capped at $5,000.

Requires the state licensing authority to adopt rules categorizing violations by severity level with associated penalty ranges and aggravating or mitigating factors.

Changes the fine calculation method for violations under subsection (3) from twenty percent of estimated gross revenues (with $200-$5,000 range) to a $500-$100,000 range.

Specifies payment methods: fines to local authorities must be in cash or certified/cashier's check; fines to state authority shall be in form determined by state rules.
