Repeals obsolete statutory provisions in Colorado Revised Statutes 25-3-102 applicable to the Colorado Department of Public Health and Environment regarding health facility licenses.

Removes requirement that health facility licenses be signed by the president and attested by the secretary of the state board of health and have the state board's seal affixed to the license.

Changes license expiration language from "one year from" to "one year after" the date of issuance.

Takes effect 90 days after final adjournment of the general assembly (August 5, 2020) unless a referendum petition is filed, in which case it requires voter approval at the November 2020 general election.
