SB20-115 Summary

• Allows farmers and ranchers to register surplus military vehicles as farm vehicles if the vehicles meet the same requirements as trucks or truck tractors used for agricultural purposes.

• Defines "surplus military vehicle" for registration purposes and clarifies that the Department of Transportation cannot cancel registration solely because a vehicle is a surplus military vehicle.

• Permits surplus military vehicles to be issued a title as a motor vehicle when registered as a farm vehicle by qualified farmers or ranchers, or as an off-highway vehicle if transferred to another person.

• Restricts registration to farmers and ranchers whose surplus military vehicles are used primarily for agricultural production on owned or leased agricultural land, preventing non-agricultural operators from registering surplus military vehicles as farm vehicles.

• Effective date is January 1, 2021, subject to referendum petition requirements.
