SB 20-123 Summary

• Establishes the right of all student athletes at Colorado higher education institutions to receive compensation for the use of their names, images, and likenesses and to hire professional and legal representation.

• Prohibits institutions and athletic associations from preventing student athletes from earning such compensation, revoking scholarships based on compensation received, or preventing athletes from obtaining professional or legal representation.

• Requires student athletes to disclose compensation contracts to their institution's athletic director within 72 hours of signing or before the next scheduled athletic event, whichever occurs first.

• Prohibits institutions and athletic associations from directly providing compensation to student athletes or paying prospective athletes for athletic ability or potential performance.

• Takes effect January 1, 2023, subject to voter approval at the November 2020 general election.
