Amends Colorado Revised Statutes 22-43.7-107 to require the state board of education to consult with the incumbent local electric utility when preparing public school facility construction guidelines

Consultation must address energy efficiency, beneficial electrification as defined in section 40-3.2-106(6)(a), and renewable distributed generation opportunities

Changes the language of the statute from "shall address" to "MUST identify and describe" regarding capital construction, renovation, and equipment needs in public school facilities

Takes effect at 12:01 a.m. on the day following the ninety-day period after final adjournment of the general assembly (August 5, 2020) unless subject to a referendum petition filed within that period

Adds the utility consultation requirement as subsection (e) to the existing list of considerations for public school facility construction guidelines
