• Defines "backcountry search and rescue" as the utilization, training, and support of responders with specialized equipment to locate, assist, and remove lost, injured, stranded, or entrapped individuals in remote areas, coordinated by county sheriffs.

• Requires the Department of Natural Resources to conduct a study addressing coordination among agencies, volunteer benefits, equipment funding, training needs, and physical and psychological support for backcountry search and rescue volunteers, with findings due in January 2021.

• Authorizes the department to conduct outreach and training on physical and psychological stress impacts for backcountry search and rescue volunteers, which may include hiring consultants, developing grant programs for local governments or nonprofit organizations.

• Appropriates $208,190 to the Department of Natural Resources for fiscal year 2020-21, including $187,665 for 1.5 FTE personnel and $20,525 for operating expenses to implement the act.

• Modifies the existing Backcountry Search and Rescue Fund to clarify terminology and procedures for reimbursing search and rescue costs incurred by agencies and political subdivisions.
