Amends Colorado Revised Statutes 24-75-402(2)(h)(IV) to modify how non-fee source revenues are estimated when calculating uncommitted reserves in cash funds.

Removes the requirement that non-fee revenue estimates equal the portion of total revenues received from non-fee sources in the prior fiscal year.

Simplifies the definition of "uncommitted reserves" by repealing specific language that previously mandated the prior year calculation method for non-fee revenue estimates.

Declares the act necessary for immediate preservation of public peace, health, or safety under the safety clause provision.
