• Changes mandatory language from "shall" to "must" throughout various statutes for consistency with modern statutory drafting conventions.

• Repeals obsolete provisions including outdated transportation commission member terms (CRS 43-1-106), DNA evidence working group requirements (CRS 24-33.5-104.5), and interim committee recommendations on taxicab regulations (CRS 43-2-145).

• Corrects statutory references to federal definitions of "federally qualified health center" and updates language regarding managed care entities and regional accountability organizations in health care statutes.
