• Removes the exemption for persons boarding no more than 3 pet animals at one time, making them subject to licensing requirements under the Pet Animal Care and Facilities Act.

• Exempts pet animal rescues that qualify as tax-exempt organizations under section 501(c)(3) of the Internal Revenue Code from licensing requirements.

• Reduces the maximum annual licensing fee for pet animal facilities from $700 to $500 per facility, with a separate cap of $125 for facilities boarding no more than 3 animals.

• Establishes an independent contractor pet groomer license renewal fee capped at $50, and defines "groomer" and "pet animal groomer facility" in statute.

• Removes the prohibition against importing pet animals for sale, resale, trade, or barter without a pet animal facility license.
