Increases municipal annexation contiguity requirement from one-sixth to one-third of a parcel's perimeter, and allows county-owned land and county-maintained infrastructure to satisfy contiguity requirements through intergovernmental agreements (IGAs).

Requires municipalities to adopt comprehensive annexation plans at least 2 years before proposed annexations and prohibits annexing land not clearly depicted in an adopted plan.

Modifies "community of interest" test for agricultural land from one-half to one-third of land area, and adds requirement for agreement between municipalities and quasi-municipal corporations regarding service provision.

Extends timeline for annexation hearing from 30-60 days to 60-90 days after resolution, requires annexation impact reports 65 days before hearing (instead of 25), and mandates municipalities file comprehensive annexation plans and county infrastructure documentation with reports.

Permits counties to unilaterally disconnect county-owned land from municipalities by board resolution, and restricts repeated disconnection petitions for the same land unless being annexed into another municipality or with county board approval.
