• State Board of Education must identify by rule a list of statutes and rules that rural school districts can waive automatically.

• Rural school district boards may invoke automatic waivers by adopting and transmitting a public resolution to the State Board and Commissioner of Education, applying to entire district or selected schools.

• Automatic waivers remain in effect until revoked by the local board through adoption of a resolution.

• Rural school districts must post automatic waivers on their websites starting July 1, 2021, including standardized descriptions, rationales, and contact information for district employee who can explain each waiver.

• Six categories of statutes are excluded from automatic waivers: performance evaluation systems, competitive bidding procedures, school calendars, gifts and donations, licensed personnel employment, and requirements in specified statute subsections.
