The Public Utilities Commission must adopt rules by July 31, 2021 establishing renewable natural gas programs for large utilities (250,000+ customer accounts) and small utilities (fewer than 250,000 customer accounts).

Large utilities must achieve renewable natural gas targets of at least 5% by January 1, 2025; 10% by January 1, 2030; and 15% by January 1, 2035 of gas delivered to retail customers.

"Renewable natural gas" includes biogas blended with or substituted for geologic natural gas, hydrogen gas from renewable sources, and methane derived from combinations of biogas, waste products, landfills, coal bed methane, and anaerobic digesters.

Large utilities cannot make additional qualified investments if incremental annual costs exceed 2% of total revenue requirement without commission approval; small utilities participate on an optional basis with rate caps.

Appropriates $83,555 to the Public Utilities Commission for the 2020-21 fiscal year (0.8 FTE for personal services and operating expenses) to implement the program.
