Amends Section 8 of the 2019 Session Laws (Chapter 334) to correct the effective date clause of Senate Bill 19-263 regarding transportation funding provisions.

Makes certain provisions of Colorado Revised Statutes Section 24-82-1303(2) effective only upon approval of a citizen-initiated ballot issue authorizing the state to issue transportation revenue anticipation notes at the November 2020 general election.

Specifies the ballot issue must authorize issuance of transportation revenue anticipation notes without requiring additional tax revenue for repayment and must receive majority approval from voting electors.

Provisions take effect on the date of the governor's official declaration of the election results if the ballot measure passes.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety.
