Codifies preventive health care services currently required by federal "Patient Protection and Affordable Care Act" into Colorado state law and adds them to the list of services covered without deductibles, copayments, or coinsurance.

Expands preventive care coverage to include osteoporosis screening for adults 60+, yearly urinary incontinence screening, and counseling, prevention, screening, and treatment of sexually transmitted infections.

Allows health care providers to administer, dispense, or prescribe preventive measures and medications to minors without parental consent, though providers must counsel minors on involving their parents or legal guardians.

Defines "family planning services" and "family planning related services" and authorizes reimbursement to any licensed health care provider, not just certified family planning clinics, with services exempt from deductibles and copayments.

Permits medical professionals at certified family planning clinics to be staffed through telemedicine and allows Medicaid recipients to obtain family planning services from any licensed health care provider regardless of managed care organization enrollment.
