Allows electric vehicle manufacturers that produce only electric vehicles to own, operate, or control one or more motor vehicle dealers in Colorado if they have no franchised dealers of the same line-make in the state.

Repeals two existing exemptions allowing manufacturers to operate used motor vehicle dealers if continuously operated since January 1, 2009, and to operate dealers continuously since January 1, 2009.

Amends Colorado Revised Statutes 44-20-126 to add a new permitted activity for electric-only vehicle manufacturers to directly sell vehicles to consumers without dealer franchise restrictions.

Takes effect 90 days after final adjournment of the general assembly (August 5, 2020, if adjournment occurred on May 6, 2020), subject to referendum petition requiring voter approval at the November 2020 general election.

Applies to ownership, operation, or control of motor vehicle dealers on or after the effective date of the act.
