Permits youthful offenders to be housed in the same facility as inmates older than 24 years of age who are participating in an executive director-authorized mentoring program, creating an exception to the existing separation requirement.

Restricts co-housing by prohibiting youthful offenders from being placed in facilities that also house any inmates over 24 years of age who have been convicted of sex offenses as defined in section 16-11.7-102(3).

Requires mentoring inmates to have a custody level lower than "close custody" and to participate in a program authorized by the department of corrections executive director.

Becomes effective 90 days after final adjournment of the general assembly (August 5, 2020, if adjournment occurs May 6, 2020), or upon voter approval if a referendum petition is filed.
