Transfers management responsibility of Colorado Convention Center display space from the Department of Personnel to the Office of Economic Development.

Department of Personnel must repeal existing rules, execute assignment of contract rights and obligations, and assign rights under the July 27, 2015 memorandum of understanding to the Office of Economic Development within 120 days of the effective date.

Office of Economic Development shall manage display space on a time-share basis for counties, municipalities, state agencies, and nonprofit or commercial organizations promoting tourism, outdoor recreation, education, business, and agricultural activities.

Office of Economic Development may establish graduated fee schedules at its discretion based on market demand, but cannot charge counties, municipalities, or state agencies; fee revenue must be credited to the convention center fund.

Act takes effect 90 days after final adjournment of the general assembly (August 5, 2020) unless subject to a referendum petition, in which case it requires voter approval at the November 2020 general election.
