Creates a special license plate to honor women veterans of the United States armed forces who have disabilities, with design requirements to indicate the holder's status.

Eligible applicants must be women who have received an honorable discharge or are retired from the U.S. armed forces and meet disability requirements under Colorado law, verified by DD214 form or equivalent documentation.

The first set of disabled woman veteran license plates is issued without charge; additional plates require payment of standard fees under existing law.

Holders of the disabled woman veteran license plate are exempt from annual specific ownership tax, similar to other disabled veteran license plate holders.

Requires the Colorado Department of Revenue to begin issuing the disabled woman veteran license plate on or before January 1, 2021, with an appropriation of $9,675 for implementation.
