Expands the grant program administered by the Colorado Bureau of Investigation to assist counties, municipalities, and local government designees in establishing and maintaining wanderer recovery programs for persons with conditions like Alzheimer's disease, autism, and Down syndrome.

Removes previous caps on grant amounts that individual entities may receive and eliminates the limit on annual appropriations to the wanderer recovery program cash fund.

Requires the Bureau of Investigation to establish a public website by January 1, 2021 that lists participating programs, provides contact information, includes caretaker resources, describes missing person procedures, and explains technology used by various programs.

Authorizes grants to support both startup and ongoing maintenance costs including equipment, training, and transmitters; provides free online behavioral training through the Alzheimer's Association Colorado chapter.

Creates the wanderer recovery program cash fund in the state treasury for grants and website administration, with intent that maximum state funding be $380,000; takes effect August 5, 2020 unless subject to referendum.
