Creates the Colorado Imagination Library Program to provide free age-appropriate books monthly to children from birth to age 5 in Colorado.

State Librarian contracts with a Colorado nonprofit organization to manage daily operations, establish county-based affiliate programs in all Colorado counties, and coordinate public awareness campaigns.

Contractor pays 50% of statewide book costs to a national nonprofit foundation; each county-based affiliate program pays the remaining 50% of costs for eligible children in their area.

Department of Education may accept gifts, grants, and donations from private and public sources to support program implementation.

Annual reporting requirement beginning July 1 following contract execution, detailing total eligible children and enrollment numbers by county or city and county.
