• Extends the program timeline through June 30, 2021, requiring an independent contractor to complete an initial report by October 1, 2019, and a final evaluation report by October 1, 2021.

• Requires evaluation reports to be submitted to the Judiciary Committees of both chambers, the Public Health Care and Human Services Committee of the House, and the Health and Human Services Committee of the Senate.

• Maintains existing requirements for therapeutic group-treatment approaches, trauma-responsive environments, staff training, case management, and construction of home-like youth residences.
