Creates a special hospice and palliative care license plate for motorcycles, passenger cars, trucks, and noncommercial vehicles not exceeding 16,000 pounds, available beginning January 1, 2021

Applicants must make a donation to a designated nonprofit organization that meets specified criteria, including 40+ years in existence, holding annual statewide hospice or palliative care conferences, and providing education about Colorado hospice and palliative care

Collects an additional one-time fee of $25 for issuance or replacement of the license plate, credited to the highway users tax fund

Allows personalized hospice and palliative care license plates with existing personalized combinations transferable to the new plate design upon payment of applicable fees under Section 42-3-211

Act takes effect 90 days after final adjournment of the general assembly (August 5, 2020) unless subject to referendum petition requiring voter approval at the November 2020 general election
