SB 20-202 Summary

• Amends the definition of "student in out-of-home placement" to align with section 19-1-103(85)(51.3) and includes students in foster care, state-licensed day treatment facilities, and those in placement as a result of adjudication under article 2 of title 19

• Requires state and local agencies to use standardized forms and invoices approved by both the Department of Education and State Department of Human Services for billing transportation services to students in out-of-home placement

• Authorizes school districts and the state charter school institute to establish transportation plans with county departments by region or through a board of cooperative services, rather than only on an individual entity basis

• Takes effect 90 days after final adjournment of the general assembly (August 5, 2020) unless subject to a referendum petition, in which case it requires voter approval at the November 2020 general election
