Creates the Air Quality Enterprise, a government-owned business within the Department of Public Health and Environment, to conduct science-based air quality monitoring, modeling, research, and emissions mitigation services for stationary sources.

Establishes the Air Quality Enterprise Cash Fund and authorizes the enterprise to collect fees from stationary sources based on tons of air pollutants emitted, with fee caps of $1 million (FY 2021-22), $3 million (FY 2022-23), $4 million (FY 2023-24), and $5 million (FY 2024+).

Increases fees for air pollutant emission notices and annual emission fees on stationary sources, with the additional revenue designated for leak detection, compliance monitoring, inspections, and enforcement actions by the Division of Air Quality.

Establishes a Board of Directors for the enterprise consisting of the Executive Director, two commission members, industry representatives, and scientific experts in atmospheric sciences and public health to guide research priorities and operations.

Sunsets the Air Quality Enterprise on September 1, 2034, with unallocated fund balances to be transferred to the Stationary Sources Control Fund.
