Eliminates sunset clauses for eight voluntary charitable contribution programs on Colorado state income tax returns: Colorado Domestic Abuse Program Fund, Homeless Prevention Activities Program Fund, Special Olympics Colorado Fund, Western Slope Military Veterans' Cemetery, Pet Overpopulation Fund, American Red Cross Colorado Disaster Response/Readiness/Preparedness Fund, Habitat for Humanity of Colorado Fund, and Donate to a Colorado Nonprofit Fund.

Extends indefinitely programs previously scheduled to expire in 2020-2021, removing automatic repeal dates unless the General Assembly votes to discontinue them.

Changes income tax year requirements for Special Olympics Colorado, American Red Cross, and Habitat for Humanity programs to commence on or after January 1, 2019, removing previous queue-based timing restrictions.

Modifies repeal language to tie continuation to failure to meet statutory requirements in section 39-22-1001(5)(a) rather than automatic expiration dates.

Takes effect 90 days after final adjournment of the General Assembly, subject to voter approval if a referendum petition is filed within that period.
