Adds new statute (1-40-136) addressing referendum petition deadlines for bills enacted during the second regular session of the 72nd General Assembly (January 8 - May 26, 2020), which was disrupted by the COVID-19 pandemic.

Shifts the election date for bills subject to referendum petitions from November 2020 to November 2022 due to insufficient time after the delayed adjournment sine die to meet federal ballot distribution deadlines and constitutional requirements for ballot information booklets.

Establishes that acts with an "act subject to petition clause" take effect 12:01 a.m. the day after the 90-day referendum period expires following adjournment sine die, unless a later date is specified in the act.

Provides that if a referendum petition is filed within 90 days after adjournment sine die, the act will not take effect unless approved by voters at the November 2022 general election, with an effective date on the official declaration of the vote by the Governor.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety.
