Allows businesses with on-premises alcohol consumption licenses to sell and deliver alcohol beverages for off-premises consumption, subject to permitting requirements and limitations.

Requires alcoholic beverages to be sold only to customers aged 21 or older, in sealed containers complying with state licensing authority rules, with limits of 750 milliliters of spirits/wine or 72 fluid ounces of malt liquors/hard cider per order unless a disaster emergency is declared.

Restricts licensees from deriving more than 50 percent of gross annual revenues from alcohol beverage takeout and delivery sales, with exemptions for certain manufacturers and wholesalers with sales rooms.

Establishes state and optional local permitting systems with fees for takeout and delivery permits, with delivery required to be performed by trained employees aged 21 or older to locations not licensed under alcohol statutes.

Automatically repeals July 1, 2021, making this a temporary measure with a sunset provision to address emergency circumstances.
