Governor may declare a state of disaster emergency for up to 30 consecutive calendar days without legislative approval.

State of disaster emergency automatically terminates after 30 days unless extended by the general assembly through a joint resolution approved by a two-thirds majority of each house.

General assembly may extend the emergency for specified periods through joint resolutions that do not require gubernatorial approval.

If the general assembly has not acted to extend the emergency within 30 days and is not in regular session, the governor may call a special legislative session to determine whether to extend or terminate the emergency.

Amendment requires 55 percent voter approval at the November 3, 2020 election to become part of the Colorado constitution.
