Terminates Colorado's declared state of disaster emergency initially declared by Governor Polis on March 11, 2020, through Executive Order D 2020 003 and subsequent amendments and extensions.

Ends the governor's authority to issue executive orders with the force of law under the Colorado Disaster Emergency Act, including orders suspending statutes, implementing business closures, stay-at-home directives, and mask requirements.

Requires notification to Governor Jared Polis, Secretary of State Jena Griswald, and the Executive Director of the Colorado Department of Public Health and Environment upon passage.

Notes the state's authorization under Colorado Revised Statutes Section 24-33.5-704(4) allows the General Assembly to terminate a disaster emergency declaration at any time by joint resolution.
