Appropriates $5,000,000 to the Department of Human Services for the 2020-21 fiscal year to fund grants for food pantries and food banks responding to increased demand from the COVID-19 pandemic.

Expands eligible grant recipients to include faith-based organizations in addition to food banks and food pantries, with individual grants ranging from $2,500 to $20,000 and joint applications up to $35,000.

Allows grant recipients to use up to 20 percent of award amounts for operational expenses including transportation, food delivery, staff costs, refrigeration, and storage.

Requires food purchases to be designated as Colorado agricultural products to the extent practicable and mandates all grant money be expended by July 31, 2021.

Establishes grant program administration cost limit of $70,000 or up to 5 percent of total appropriated funds, with program sunset date of June 30, 2023.
