Applies the prohibition regardless of changes in overall student count, at-risk student count, local property tax revenue, or specific ownership tax revenue during supplemental appropriations in the 2021 regular legislative session.

Establishes legislative findings that COVID-19 created unprecedented challenges for school districts, including mandated closures, transitions between in-person and remote learning, and reduced state funding by several hundred million dollars.

Expresses intent to maintain or increase total program funding and state appropriations for school finance after considering forecast changes, including enrollment changes, inflation rate, actual local tax revenue, and expected state education fund revenue.

Declares the act necessary for immediate preservation of public peace, health, or safety.
