Delays the paid sick leave requirement for employers with 16+ employees from January 1, 2021 to January 1, 2022, and delays the requirement for all employers from January 1, 2022 to January 1, 2023.

Delays the increase in wages subject to unemployment compensation premiums by one year, with the first increase now scheduled for January 1, 2022 instead of January 1, 2021, and each subsequent increase delayed by one year.

Extends the prohibition on solvency surcharges for unemployment insurance through calendar year 2023, when previously it was only prohibited through 2022.

Delays the health insurance affordability enterprise's assessment and collection of fees from health insurance carriers by one calendar year, moving the start date from 2022 to 2023 and related hospital special assessments from 2022-2023 to 2023-2024.
