Adds Rule No. 54 to the House Rules of Representatives to authorize the Speaker to create regulations enabling remote testimony by government officials, employees, and members of the public during House committee proceedings.

Remote testimony regulations may only be invoked when a declared public health disaster emergency exists under Joint Rule 44(a) and the Speaker finds that in-person committee proceedings pose an increased health risk to House members or the public.

Speaker must consult with the Majority and Minority Leaders before invoking remote testimony regulations and must provide written notice to all House members, the Chief Clerk, and post notice on the House website within twenty-four hours.

Remote testimony regulations may only remain in effect as long as the declared state of public health disaster emergency continues.

Regulations must address the technology or software required for remote testimony and may address other necessary matters, but cannot limit the committee chair's existing authority to restrict testimony under House Rule 25(j)(1)(E.2).
