Creates small business relief program providing direct payments to eligible small businesses in counties under severe COVID-19 capacity restrictions, allocating $37 million from the general fund to be distributed by eligible local governments.

Establishes arts relief program providing $7.5 million to arts, culture, and entertainment artists, crew members, and organizations impacted by COVID-19 pandemic closures, with division administering eligibility criteria and payment distribution.

Provides $4 million for minority-owned business relief, grants, and loans through the Minority Business Office, including technical support and consulting services for minority-owned businesses across Colorado.

Waives liquor licensing fees for 12 months and allows county health boards to receive state funds in lieu of charging establishment licensing fees through December 31, 2021.

All programs and provisions expire December 31, 2022; division must report to legislature on program allocations and outcomes by November 1, 2021.
