Requires state agencies issuing emergency public health orders to comply with procedural requirements for emergency rules under the State Administrative Procedure Act (APA).

Emergency public health orders are subject to the same requirements and limitations that apply to emergency rules, including a 120-day maximum duration.

To extend an emergency public health order beyond 120 days, agencies must comply with standard rule-making procedures set forth in Section 24-4-103(4), which include notice and hearing requirements.

Persons against whom an emergency order is issued are entitled to an immediate hearing upon request in accordance with Article 4 of the APA.

Includes a safety clause declaring the act is necessary for immediate preservation of public peace, health, or safety.
