Amends the definition of "electric utility" in Colorado law to include generation and transmission cooperative electric associations and the federal Western Area Power Administration.

Expands authorization for broadband facility installation on electric easements to apply to generation and transmission cooperatives and the Western Area Power Administration, in addition to existing cooperative electric associations.

Allows these entities with electric easements to install broadband facilities themselves or permit commercial broadband suppliers to install facilities on the property, subject to notice and procedural requirements.

Defines "generation and transmission cooperative electric association" as having the same meaning as "wholesale electric cooperative" under section 40-2-136(3)(c).

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety.
