Authorizes the Senate President to promulgate regulations enabling government officials, employees, and members of the public to testify remotely during Senate committee proceedings when a declared public health disaster emergency exists.

Requires the President to distribute regulations to all Senate members and the Secretary of the Senate and post them on the Senate website.

Permits the President, after consulting with the Majority and Minority Leaders, to invoke remote testimony regulations only if a declared public health disaster emergency exists and holding in-person proceedings poses increased health risks.

Requires written notice of invocation be provided to all Senate members and posted on the Senate website within twenty-four hours, with regulations remaining in effect only while the emergency declaration continues.

Regulations must address the technology or software required for remote testimony and may address other necessary matters, but cannot limit the committee chair's authority to restrict testimony.
