HB 21-1003 Summary

• Expands electronic participation in legislative proceedings beyond committee meetings during interim to include floor proceedings, committee meetings, hearings, and other legislative business during governor-declared disaster emergencies caused by public health threats.

• Members participating electronically during disaster emergencies are not entitled to expense reimbursement, except those unable to participate from home due to technological limitations may be reimbursed for actual travel expenses to alternate locations, subject to executive committee guidelines and customary travel expense limits.

• Members participating electronically in interim committee meetings remain eligible for compensation under existing law but receive no expense reimbursement.

• Allows departmental presentations to legislative committees of reference during the first regular session of the 73rd General Assembly to occur at any time after convening, including during temporary adjournments, with electronic participation permitted in accordance with established policies.

• Subsection regarding departmental presentations expires September 1, 2021; preserves authority of Senate and House to adopt rules governing electronic participation and legislative affairs.
