HB21-1006 Summary

• Creates the Fifth-Day Academic Enrichment and Support Grant Program to provide grants to eligible community-based nonprofit organizations and rural school districts for supplemental enrichment programming on the fifth day of four-day school weeks.

• Establishes eligibility requirements: nonprofits must have experience providing before/after-school programs and partnerships with four-day school week districts; rural school districts must have no eligible nonprofits operating within their boundaries; both must serve a majority of students qualifying for free/reduced-price meals or with families at or below 200 percent of federal poverty level.

• Grant recipients may use funds for supplemental enrichment programming, meals, transportation, educational materials, staff support, disability accommodations, and other fifth-day program expenses; after-school programming funding requires concurrent fifth-day programming.

• Awards grants on three-year cycles with automatic annual renewal for two additional years, contingent on continued eligibility, proper fund use, and improved academic outcomes; grant amounts based on number of children served and available appropriations.

• Creates the Fifth-Day Academic Enrichment and Support Grant Program Fund in the state treasury; requires annual reporting by grant recipients by February 15 and departmental reports to legislative committees by April 1; allows Department of Education to use up to 5 percent of annual appropriations for administrative costs.
