Creates a State Apprenticeship Agency (SAA) within the Department of Labor and Employment to register and oversee apprenticeship programs in Colorado, effective July 1, 2023.

Establishes a State Apprenticeship Council (SAC) for building and construction trades and an Interagency Advisory Committee (IAC) for other industries, each with appointed voting and ex officio members.

Requires registered apprenticeship programs to adopt written diversity recruitment plans ensuring equal opportunity and compliance with federal regulations under 29 CFR 29 and 30.

Grants the SAA authority to register programs, conduct quality assurance assessments, deregister non-compliant programs, and issue certificates of completion to apprentices.

Appropriates $485,249 for fiscal year 2021-22 to implement the act, including staffing (3.1 FTE), legal services, and information technology support.
