Expands Division of Housing functions to include research on transit-oriented development with increased housing density near employment, education, and town centers.

Adds advanced energy performance standards that minimize total building operational costs during the affordability period as a new research area for the Division.

Requires Division to collaborate with other state agencies to develop incentives supporting local transit development, increased housing density, and energy performance standards.

Establishes confidentiality requirements for applicants and recipients of housing assistance (including housing vouchers, emergency housing, and homeless services) while permitting aggregate or de-identified data sharing with third parties.

Redefines grant and loan eligibility to include low- and moderate-income households, and removes provisions requiring Division to provide graphic materials and technical assistance to homeowner permit applicants.
