HB21-1014 Summary

• Department of Revenue shall issue driver's licenses and identification cards with a voluntary disability identifier symbol upon applicant request, if the applicant has a disability under the Americans with Disabilities Act that interferes with their ability to effectively communicate with a peace officer.

• A licensed professional (physician, physician assistant, mental health professional, advanced practice nurse, or rehabilitation counselor) must sign under penalty of perjury to verify the applicant meets eligibility requirements for the disability symbol.

• Vehicle owners may voluntarily disclose disability information about drivers or regular passengers during vehicle registration, which is immediately made available to peace officers who query the vehicle registration.

• The disability identifier symbol must be discreet and represent all disability types; no fee is charged for placing the symbol on licenses, identification cards, or registering vehicle disability information.

• Department of Revenue shall notify peace officers about the symbol and direct them to P.O.S.T. curriculum resources on recognizing and appropriately interacting with people with disabilities.
