Prohibits terminating the life of an unborn child beginning at fertilization and classifies violation as a Class 1 felony.

Exempts licensed physicians performing medical procedures to prevent maternal death if reasonable medical efforts are made to preserve both mother and unborn child, and exempts medical treatment (including chemotherapy and ectopic pregnancy removal) resulting in accidental unborn child injury or death.

Pregnant mothers are not subject to criminal penalties; contraception sale and use remain legal.

A conviction related to terminating unborn child life constitutes unprofessional conduct for physician licensing purposes.

Declares any federal act, law, treaty, order, or regulation denying protection of the right to life at conception is null, void, and unenforceable in Colorado, and states U.S. courts have no jurisdiction to interfere with the state's interest in protecting life at conception.
