Allows adoptive parents under adoption assistance agreements to knowingly pay out-of-pocket for medical services otherwise covered by Colorado's Medical Assistance Program, exempting them from standard recipient payment limitations.

Requires adoptive parents to enter a written agreement with providers before paying for services not enrolled in the Medical Assistance Program, after which they cannot seek reimbursement from either the adoption assistance or medical assistance programs.

Prohibits county departments from requiring coverage of these out-of-pocket costs as part of subsidy negotiations, though other family circumstances and anticipated needs may still be considered.

Requires the Department of Health Care Policy and Financing to seek any necessary federal authorization under the Medical Assistance Program to implement these provisions.

Maintains existing adoption assistance agreement review requirements at least every three years, with county departments providing written notice to adoptive families.
