Increases off-premises alcohol delivery limits to 1,500 milliliters of spirits/wine and 144 fluid ounces of malt liquors/hard cider per order, plus adds a new 1-liter spirits limit, effective through July 1, 2025.

Expands eligible license types authorized to sell alcohol for off-premises consumption, including breweries, distilleries, wineries, and various other on-premises consumption licenses.

Creates new "communal outdoor dining area" provisions allowing multiple licensed establishments to share an outdoor space for alcohol service, subject to state and local approval and a 1,000-foot distance requirement from each licensee's permanent premises.

Establishes permitting fees for communal outdoor dining area applications and modifications, with state authority setting fees and local authorities able to charge cost-recovery fees.

Appropriates $63,274 to the Department of Revenue for fiscal year 2021-22 to implement the bill, including $41,294 for personnel (0.8 FTE) and $21,980 for operating expenses.
