Expands the Peace Officers Behavioral Health Support Grant Program to include community partnerships and alternative response models, extending eligibility beyond law enforcement agencies to behavioral health entities, public health agencies, and community-based social service providers.

Authorizes grants for co-responder community responses (pairing law enforcement with behavioral health providers) and community-based alternative responses (directing certain calls to non-police support providers for issues like poverty, homelessness, and behavioral health crises).

Extends eligible grant uses to include counseling for peace officers and their immediate family members, training for family members, and reimbursement for self-paid counseling services.

Appropriates $1,000,000 to the Peace Officers Behavioral Health Support Fund for fiscal year 2021-22 and allocates $1,000,000 to the Department of Local Affairs for grant program administration.

Requires annual departmental reporting on grant program activities beginning with the 2023 legislative session and indefinitely thereafter; program terminates September 1, 2027 unless extended by the legislature.
