Creates a pregnancy-based parking placard allowing persons in their last trimester of pregnancy through the first 2 months after giving birth to park in reserved disability parking spaces.

Expands the definition of "disability" in Colorado law to include the last trimester of pregnancy through the first two months after birth.

Requires a written statement from a healthcare professional certifying the person is in the last trimester of pregnancy or within the first two months after giving birth to qualify for the placard.

Pregnancy-based placards expire on the last day of the month in which the 60th day after birth occurs and cannot be renewed.

The act is titled the "Expecting Mothers' Relief Act" and takes effect 90 days after final adjournment of the general assembly, subject to referendum petition provisions.
