Amends the definition of "designated lands" for gray wolf reintroduction authorized by Proposition 114 to exclude counties where the majority voted against Proposition 114 in 2020, unless a subsequent county election approves reintroduction with majority support

Excludes from designated lands any counties containing prey species that are candidates for or listed as threatened or endangered under the federal Endangered Species Act of 1973 or Colorado state law

Excludes from designated lands any counties where the state has spent money to reintroduce or restore prey species of gray wolves

Takes effect 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly, unless subject to a referendum petition, in which case effectiveness is contingent on voter approval at the November 2022 general election
