CO HB1038

Repeals the prohibition on concealed handgun permit holders from carrying concealed handguns on public elementary, middle, junior high, or high school grounds and improvements.

Removes exceptions that previously allowed handguns only in locked vehicles on school property, permits for school security officers, and permits for undeveloped school property used for hunting or shooting sports.

Amends the unlawful weapons statute to remove the reference to section 18-12-214(3) restrictions, making it no longer an offense for permit holders to carry concealed handguns in violation of those provisions.

Updates the temporary emergency permit statute to reference Article 12 instead of the repealed section 18-12-214(3).

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety.
